The Somaliland Civil Service Strengthening Project (SCSSP) is an Investment Project Financing (IPF) with an element of result-based financing. The TMP will provide targeted MDA with a cadre of managerial and professional staff to strengthen core functional capacities. Expected outcomes from the TMP are first, improved leadership and management in the civil service; second, the formulation of key government strategies, policies, and regulations; third, improved HRM and organization design capabilities; and fourth, the development of basic functionalities in the areas of M&E and project oversight.

An important feature of the program is that it will be linked to ministry reform efforts: access to the TMP will depend upon the achievement of key reform benchmarks in the reorganization process. These access criteria are identical with the DLI indicators for the disbursement of the results-based financing portion.

6. Supervisory Responsibility Head of Tourism Promotions and Development would be the function head of the department, He/She would be responsible for the day to day running of the section
7. Job Purpose Promote tourism and devise tourist development initiatives/campaigns with the aim of increasing tourism in the republic of Somaliland.
8. Objectives of the Job ·         Promote cultural and tourism aspect of the republic  of Somaliland

·         Provide effective leadership, enabling the Department to improve performance of its functions and achieve set results

·         Provide accurate and timely reporting on progress of implementation of policies, strategies and programmes

9. Duties and Responsibilities The functions of Tourism Promotion and Development will be:

·         Developing regulatory and policy instruments for the protection and preservation of tourism sites of Somaliland

·         Operating historic and heritage sites, tourism information centers, security escort services for foreigners and etc.

·         Building strategic product development in the tourism sector, and marketing of Somaliland as a destination for foreign tourists aspiring to visit Somaliland

·         The provision for the development of the tourism sector through research, opportunity identification and strategy development.

·         Supporting and managing the design, development and implementation of tourism programmes, plans, projects and research activities in tourism

·         Contributing to and implementing the policy framework for the development, product quality, promotion, diversification and marketing of tourism industry

·         Implementing incentives and the providing materials and other conditions for the promotion of tourism development

·         Conducting tourism market research and the developing tourist information system

·         Operating historic and heritage sites

·         Promoting and leading bilateral and multi-lateral cooperation, projects and treaties in tourism in order to promote Somaliland’s interests and meet international obligations

·         Developing, proclaiming and sustaining use of tourist destinations in Somaliland

·         Undertake micro, small and medium scale tourism enterprise in order to contribute to creation of employment, poverty alleviation and rural development

·         Regulating and monitoring the conditions and the performance of activities by travel agencies

·         Improving the value and competitiveness of tourism products, building strategic product development in the tourism sector, and marketing of Somaliland as a destination for foreign tourists aspiring to visit Somaliland

·         Promoting tourism in the Somaliland and abroad

·         Developing regulatory and policy instruments for the protection and preservation of tourism sites of Somaliland

·         Monitoring the implementation of tourism promotion and development policies, procedures, guidelines, legislation and regulations in line with the mandate of the Ministry

·         Implementation of the five (5) year strategic plan and budget in the Tourism Promotion Section

·         Formulation of the Section’s risk management framework, risk profiling, risk reporting and monitoring

10. Deliverables The Director, Human Resources will be responsible for the production of the following deliverables:

  • The 5-year strategic plan for the section

·         Tourism management Policies, Systems and Procedures;

·         Tourism Manual;

·         Website and social media content

·         Promotional material such as leaflets, brochures and handbooks

·         Job descriptions for all staff;

·         Individual work plan templates for all staff;

·         Monitoring and evaluation reports

·         Job evaluations and grading reports

·         Computerised personnel records management system;

  • Monthly, quarterly and annual progress reports
11. Education ·         A minimum of 1st Degree in Tourism or Marketing discipline from a recognized University or equivalent professional qualification

·         A Master’s Degree in tourism will be an advantage

12. Experience Seven years’ experience, four (4) of which must have been at the senior management level in the public service
