The Somaliland Civil Service Strengthening Project (SCSSP) is an Investment Project Financing (IPF) with an element of result-based financing. The TMP will provide targeted MDA with a cadre of managerial and professional staff to strengthen core functional capacities. Expected outcomes from the TMP are first, improved leadership and management in the civil service; second, the formulation of key government strategies, policies, and regulations; third, improved HRM and organization design capabilities; and fourth, the development of basic functionalities in the areas of M&E and project oversight.

An important feature of the program is that it will be linked to ministry reform efforts: access to the TMP will depend upon the achievement of key reform benchmarks in the reorganization process. These access criteria are identical with the DLI indicators for the disbursement of the results-based financing portion.

5. Reporting To                     The Director of Human Resource, Ministry of Commerce, Industry and Tourism
6. Supervisory Responsibility Head of Human Resource Performance Management  will be the right hand of Director of Human resource, He/She  will be responsible for all Aspects of HR Management.
7. Job Purpose The human resource performance appraisal head section  develop, review and  update performance and appraisal management policies, procedures and guidelines to ensure that they are adequate .He/ she is responsible for the overall technical, administrative  related performance section   and to undertake any  role requested by the Director of Human resource. The incumbent is a career senior civil servant appointed through a competitive process and is responsible for providing leadership and vision for achieving goals of the Department. He/ She shall be responsible for providing technical and professional support to the Director of Human Resource  which enhances  the performance of the staff  as a whole to achieve the overall plan of the ministry  also  reviewing, developing and issuing Ministry’s staff talent management.
8. Objectives of the Job ·         Provide effective leadership, enabling the Department to improve performance of its functions and achieve set results

·         Provide accurate and timely reporting on progress of implementation of policies, strategies and programmes

9. Duties and Responsibilities The functions of Head of Staff Performance and Appraisal will be:

·         Help Develop 5 -year statistics strategic plan with Director of Human resource

·         Develop HR Management and Development Policies, Systems and Procedures;

·         Review and finalise the Human Resources Manual;

·         Review and finalise the Administration Format Handbook;

·         Develop job descriptions for all staff;

·         Develop individual work plan template for all staff;

·         Develop staff appraisal forms with performance indicators;

·         Carry out training needs assessment (TNA) for Departments and staff;

·         Develop training programmes to implement the TNA together with CSI;

·         Provide for staff training through on the job training, coaching, mentoring and counselling;

·         Monitor and evaluate training programme impact, results and outcomes;

·         Develop job evaluations and grading for the Ministry as per CSC law;

·         Develop staff disciplinary management procedures as per standard CSC conditions;

·         Together with ICT section computerise personnel records management system;

·         In consultation with Planning and Coordination, develop MOCIT Strategic Plan;

·         Review Departments’ functions, structures, job descriptions and training need continuously.

·         Help with the Preparation and implementation of Annual Work Plans and budget

·         Help with Coordinating and the preparation of quarterly and annual progress reports

·         Carry out any other duties as instructed by the Director

10. Deliverables The head of the staff performance appraisal of  Human Resources will be responsible for the production of the following deliverables:

·         Prepare The 5-year strategic plan for the department

·         HR Management and Development Policies, Systems and Procedures;

·         Human Resources Manual;

·         Administration Format Handbook;

·         Job descriptions for all staff;

·         Individual work plan templates for all staff;

·         Standard staff contracts with terms and conditions of service as per CSC law;

·         Staff appraisal forms with performance indicators;

·         Monitoring and evaluation reports

·         Job evaluations and grading reports

·         Computerised personnel records management system;

  • Monthly, quarterly and annual progress reports
11. Education ·         A minimum of 1st Degree in Human Resource or related discipline from a recognized University or equivalent professional qualification

·         A Master’s Degree in Human Resource Management will be an advantage

12. Experience Seven years’ experience, four (4) of which must have been at the senior management level in the public service
