Civil Service Strengthening Project – (CSSP)

The Somaliland Civil Service Strengthening Project (SCSSP) is an Investment Project Financing (IPF) with an element of result-based financing. The TMP will provide targeted MDA with a cadre of managerial and professional staff to strengthen core functional capacities. Expected outcomes from the TMP are first, improved leadership and management in the civil service; second, the formulation of key government strategies, policies, and regulations; third, improved HRM and organization design capabilities; and fourth, the development of basic functionalities in the areas of M&E and project oversight.

An important feature of the program is that it will be linked to ministry reform efforts: access to the TMP will depend upon the achievement of key reform benchmarks in the reorganization process. These access criteria are identical with the DLI indicators for the disbursement of the results-based financing portion.

6. Supervisory Responsibility Head of Financing and Accounting Section will be directly responsible for the supervision of Heads of Sections of the department of pension.
7. Job Purpose Head of Financing and Accounting Section is the functional Head of the Department. He/ she is responsible for the overall technical, administrative and management of the Department. The incumbent is a career senior civil servant appointed through a competitive process and is responsible for providing leadership and vision for achieving goals of the Department. He/ She shall be responsible for providing technical and professional support to the Chairman
8. Objectives of the Job ·         Overall coordination, management and reporting on finance, procurement,

·         Provide effective leadership, enabling the department to improve performance of its functions and achieve set results

·         Coordinating the development and implementation of Finance and Administration policies and regulations

·         Provide accurate and timely reporting on progress of implementation of Finance and Administration policies, strategies and programmes.

9. Duties and Responsibilities Head of Financing and Accounting Section will be responsible for:

  • Ensuring adequate provision of administrative and financial support to all departments of the CSC
  • Coordinating the implementation of financial procurement, human resource management, ICT and records management policies, procedures and systems
  • Coordinating the preparation of CSC’s annual financial and procurement plans and budgets and monitoring their implementation
  • Supervising the installation and implementation of appropriate financial management and internal control systems to minimize risk and fraud.
  • Overseeing the procurement and contract management functions of the CSC
  • Overseeing annual financial audits and adequate management responses to audit queries is provided
  • Ensuring effectiveness and functionality of records management system including general confidential and personnel records
  • Overseeing the general welfare and discipline of CSC staff in accordance with civil service rules and regulations and security policy of CSC
  • Coordinating the recording of minutes of CSC staff and management meetings
  • Effectively and efficiently managing transport fleet and other physical assets of the CSC
  • Developing and maintaining corporate estate plans and ensuring cleanliness, sanitation and hygiene controls of CSC premises
  • Coordinating the development and implementation of departmental staff training plans
10. Deliverables Head of Financing and Accounting Section will be responsible for the production of the following deliverables:

  • CSC administrative and financial support guidelines, strategies and policies.
  • Financial procurement, human resource management, ICT and records management policies, procedures and systems
  • Annual financial and procurement plans and budgets
  • Financial monitoring strategies, guidelines and policies
  •  Appropriate financial management and internal control systems.
  • Procurement and contract management systems, policies, guidelines and procedures
  • Financial impact  assessment guidelines procedures and policies
  •  CSC work plans and budgets
  •  Annual financial audits reports
  • Financial management records and systems
  • General welfare and discipline policies , guidelines and procedures
  •  CSC  rules, regulations and security policy
  • Management meetings reports
  • Transport management systems, policies, procedures and guidelines.
  • Corporate estate plans cleanliness, sanitation and hygiene guidelines plans and policies
  • CSC staff development plans
11. Education ·         A minimum of 1st Degree in Finance Management or equivalent professional qualification from a recognized University or equivalent professional qualification

·         A Master’s Degree in Financial Management and Budgeting will be an advantage

12. Experience Seven years’ experience, four (4) of which must have been at the senior management level in the public service
