Background:

The Somaliland Civil Service Strengthening Project (SCSSP) is an Investment Project Financing (IPF) with an element of result-based financing. The TMP will provide targeted MDA with a cadre of managerial and professional staff to strengthen core functional capacities. Expected outcomes from the TMP are first, improved leadership and management in the civil service; second, the formulation of key government strategies, policies, and regulations; third, improved HRM and organization design capabilities; and fourth, the development of basic functionalities in the areas of M&E and project oversight.

An important feature of the program is that it will be linked to ministry reform efforts: access to the TMP will depend upon the achievement of key reform benchmarks in the reorganization process. These access criteria are identical with the DLI indicators for the disbursement of the results-based financing portion.

 

 JOB DESCRIPTION FOR DIRECTOR OF QUALITY ASSURANCE

6. Supervisory Responsibility The Director of quality assurance will be responsible for the staff of all the sections within the QA Department
7. Job Purpose In line with the Office of the Auditor General’s strategy to ensure that high quality of financial, performance

and compliance audits is maintained, the Office of the Auditor General of Somaliland intends to recruit a

Director of Quality Assurance. The Director of Quality Assurance will be a suitably qualified person, with

sufficient and appropriate experience and authority to objectively evaluate, before the audit reports are issued,

the significant judgments that the engagement team has made and the conclusions they reached in

Formulating the report.

8. Objectives of the Job
  • To ensure that the conduct of financial, performance and compliance audits in the Office of the Auditor General is of the quality expected in accordance with International Standards of Supreme Audit Institutions [ISSAIs]
 

9. Duties and Responsibilities

The Director of Quality assurance will be responsible for:-

Perform pre-issuance quality review (cold review) before issuance of audit reports:

 Read reports, financial statements and footnotes to ensure: 

  • The report is appropriate based on the audit evidence obtained, and the most current version has been used;
  • The audit report is in compliance with the International Standards of Supreme Audit Institutions [ISSAIs];
  • All amounts on the financial statements agree with the corresponding disclosure elsewhere in the report;
  • All footnote disclosures are appropriate, and all required disclosures have been included.

Perform Engagement Quality Control Review (EQCR)

This is an objective evaluation, before the report is released, of the significant judgments the engagement team made and the conclusions it reached in formulating the report.  This type of review includes: 

  • Discussion of significant findings and issues with the Auditor General.
  • Reading the financial statements or other subject-matter information and the proposed report.
  • Review of selected engagement documentation relating to significant judgments that the engagement team made and the related conclusions it reached; and
  • Evaluation of the conclusions reached in formulating the report and consideration of whether the proposed report is appropriate.

General Responsibilities

  • Assist with annual internal inspection of audit and attest engagements, if needed.
  • Review of engagement working paper files and reports ensuring documentation meets professional standards and supports the report issued; and
  • Be up to date with attestation, accounting, and financial reporting standards.
10. Deliverables The Director of Quality Assurance will be responsible for the following deliverables:-

·      NAO Quality Assurance Strategy

·      Quality Assurance Annual Workplan

·      Monitoring and evaluation reports

·      Quarterly progress reports

11. Education Bachelor’s degree in Accounting, Finance, Commerce or related field;

 Master’s degree in Accounting, Finance, Commerce or related field will be an added advantage.

 Certified Public Accountant [CPA] qualification, or Association of Chartered Certified Accountants

[ACCA] qualification, or working towards such qualification; and

 Certificate in International Public Sector Accounting Standards [IPSAS] would be an added

advantage.

12. Experience A At least 8 years of progressive accounting and auditing expertise;

 Detailed understanding of the International Standards of Supreme Audit Institutions [ISSAIs] and International Standards on Auditing [ISAs];

 Fully understanding Somaliland financial framework.
