Civil Service Strengthening Project – (CSSP)
Assignment: Talent Management Program
The Somaliland Civil Service Strengthening Project (SCSSP) is an Investment Project Financing (IPF) with an element of result-based financing. The TMP will provide targeted MDA with a cadre of managerial and professional staff to strengthen core functional capacities. Expected outcomes from the TMP are first, improved leadership and management in the civil service; second, the formulation of key government strategies, policies, and regulations; third, improved HRM and organization design capabilities; and fourth, the development of basic functionalities in the areas of M&E and project oversight.
An important feature of the program is that it will be linked to ministry reform efforts: access to the TMP will depend upon the achievement of key reform benchmarks in the reorganization process. These access criteria are identical with the DLI indicators for the disbursement of the results-based financing portion.
JOB DESCRIPTION FOR DIRECTOR OF QUALITY ASSURANCE

|6. Supervisory Responsibility||The Director of quality assurance will be responsible for the staff of all the sections within the QA Department|
|7. Job Purpose||In line with the Office of the Auditor General’s strategy to ensure that high quality of financial, performance
and compliance audits is maintained, the Office of the Auditor General of Somaliland intends to recruit a
Director of Quality Assurance. The Director of Quality Assurance will be a suitably qualified person, with
sufficient and appropriate experience and authority to objectively evaluate, before the audit reports are issued,
the significant judgments that the engagement team has made and the conclusions they reached in
Formulating the report.

|The Director of Quality assurance will be responsible for:-
Perform pre-issuance quality review (cold review) before issuance of audit reports:
Read reports, financial statements and footnotes to ensure:
Perform Engagement Quality Control Review (EQCR)
This is an objective evaluation, before the report is released, of the significant judgments the engagement team made and the conclusions it reached in formulating the report. This type of review includes:
|10. Deliverables||The Director of Quality Assurance will be responsible for the following deliverables:-
· NAO Quality Assurance Strategy
· Quality Assurance Annual Workplan
· Monitoring and evaluation reports
· Quarterly progress reports
|11. Education||Bachelor’s degree in Accounting, Finance, Commerce or related field;
Master’s degree in Accounting, Finance, Commerce or related field will be an added advantage.
Certified Public Accountant [CPA] qualification, or Association of Chartered Certified Accountants
[ACCA] qualification, or working towards such qualification; and
Certificate in International Public Sector Accounting Standards [IPSAS] would be an added
|12. Experience||A At least 8 years of progressive accounting and auditing expertise;
Detailed understanding of the International Standards of Supreme Audit Institutions [ISSAIs] and International Standards on Auditing [ISAs];
Fully understanding Somaliland financial framework.
