 Background:

The Somaliland Civil Service Strengthening Project (SCSSP) is an Investment Project Financing (IPF) with an element of result-based financing. The TMP will provide targeted MDA with a cadre of managerial and professional staff to strengthen core functional capacities. Expected outcomes from the TMP are first, improved leadership and management in the civil service; second, the formulation of key government strategies, policies, and regulations; third, improved HRM and organization design capabilities; and fourth, the development of basic functionalities in the areas of M&E and project oversight.

An important feature of the program is that it will be linked to ministry reform efforts: access to the TMP will depend upon the achievement of key reform benchmarks in the reorganization process. These access criteria are identical with the DLI indicators for the disbursement of the results-based financing portion.

 

JOB DESCRIPTION FOR DIRECTOR OF PUBLIC RELATIONS

5. Reporting To                     Director General, Ministry of Health Development
6. Supervisory Responsibility Director of Public Relations will be responsible for drafting Press release to inform the public of department progress, organise events and carry out any other duties instructed by the Director General.
7. Job Purpose Public Relations is the functional Head of the Unit. He/ she is responsible for the overall technical, administrative and financial management of the Unit. He/ She shall be responsible for providing press release, Develop in house communication and advice both DG and Minister in regards to communication and media.
8. Objectives of the Job ·        Overall management and coordination of communication and public relations for MOHD

·        Provide effective leadership, enabling the department to improve performance of its functions and achieve set results

·        Provide accurate and timely reporting on progress of implementation of public relations policies, strategies and programmes

9. Duties and Responsibilities The functions of Director of  Public Relations will be:

·       Providing information and documents to the public and media on MOHD activities

·       Making transparent the works and activities of the Ministry both to the public as well as local and international institutions

·       Collecting, processing and publishing information on works and activities of the Ministry

·       Supervising and maintaining official webpage of the Ministry

·       Preparing materials and brochures for publication and distribution to inform the public on the activity of the Ministry.

·       Participating in direct meetings of the Minister and high delegations within and outside the country in order to provide accurate information to the public;

·       Drafting the communication strategy annually based on the Ministry work plan

·       Cooperating with the media in organizing press conferences and interviews as well as providing information and drafts summaries out of media presentation

·       Issuing statements, announcements, reports and other publications to public opinion.

·       Issuing regular, monthly, quarterly and annual reports

10. Deliverables The Director of Public Relations will be responsible for the production of the following deliverables:

·        Public Relations Strategy and work plans

·        The 5-year strategic plan for the department

·        Strategic management and overall administration of the Public Relations Department

·        Media and public communication programmes

·        Issue progress reports on the implementation of department decisions/resolutions

·       Monthly, quarterly and annual progress reports

11. Education ·        A minimum of 1st Degree in Public Relations or related discipline from a recognized University or equivalent professional qualification

·        A Master’s Degree in International Relations management discipline will be an advantage

12. Experience Seven years’ experience, four (4) of which must have been at the senior management level in the public service
