The Somaliland Civil Service Strengthening Project (SCSSP) is an Investment Project Financing (IPF) with an element of result-based financing. The TMP will provide targeted MDA with a cadre of managerial and professional staff to strengthen core functional capacities. Expected outcomes from the TMP are first, improved leadership and management in the civil service; second, the formulation of key government strategies, policies, and regulations; third, improved HRM and organization design capabilities; and fourth, the development of basic functionalities in the areas of M&E and project oversight.

An important feature of the program is that it will be linked to ministry reform efforts: access to the TMP will depend upon the achievement of key reform benchmarks in the reorganization process. These access criteria are identical with the DLI indicators for the disbursement of the results-based financing portion.

6. Supervisory Responsibility Director of Business Development will be responsible for staff of all the sections within the department of business development.
7. Job Purpose Director of Business Development is responsible for the overall technical, administrative and financial management of the department.
8. Objectives of the Job  Seek investment to draft new business within the republic of Somaliland and setup guidelines for improving existing multinational business owned in Somaliland.
9. Duties and Responsibilities The Director Business Development will be responsible:

·       research and identify new business opportunities – including new markets, growth areas, trends, customers, partnerships, products and services – or new ways of reaching existing markets

·       seek out the appropriate contact in an organization

·       meet with customers/clients face to face or over the phone

·       foster and develop relationships with customers/clients

·       understand the needs of your customers and be able to respond effectively with a plan of how to meet these

·       think strategically – seeing the bigger picture and setting aims and objectives in order to develop and improve the business

·       work strategically – carrying out necessary planning in order to implement operational changes

·       draw up client contracts – depending on the size of company, this task may be completed by someone else or agreements may not be as formal

·       have a good understanding of the businesses’ products or services and be able to advise others about them

·       ensure staff are on board throughout the organisation, and understand the need for change and what is required of them

·       train members of your team, arranging external training where appropriate

·       discuss promotional strategy and activities with the marketing department

·       liaise with the finance team, warehousing and logistics departments as appropriate

·       seek ways of improving the way the business operates

·       attend seminars, conferences and events where appropriate

·       keep abreast of trends and changes in the business world.

·       Issuing regular, monthly, quarterly and annual reports

10. Deliverables The Director Business Development will be responsible for the production of the following deliverables:

·        Business development Strategy and work plans

·        The 5-year strategic plan for the department

·        Strategic management and overall administration of the Public Relations Department

·        Media and public communication programmes

·        Issue progress reports on the implementation of department decisions/resolutions

·       Monthly, quarterly and annual progress reports

11. Education ·        A minimum of 1st Degree Business management or related discipline from a recognized University or equivalent professional qualification

·        A Master’s Degree in International Relations management discipline will be an advantage

12. Experience Seven years’ experience, four (4) of which must have been at the senior management level in the public service
